## Orientation

Balanced, high-level explanations of HUMINT, SIGINT, COMINT, ELINT, OSINT, GEOINT/IMINT, MASINT, FININT, CYBINT, TECHINT, and all-source fusion.

### Why it matters

Each discipline answers different questions and leaves different gaps. Treating one collection channel as omniscient is a recurring source of analytical failure.

### Three key points

- A discipline defines a source domain, not a truth rank.
- Technical precision does not eliminate attribution uncertainty.
- Fusion requires source independence and visible provenance.

## HUMINT

**Primary provenance:** REAL-WORLD INTERPRETIVE

Information obtained through people and human interaction.

### Key points

- Can answer: Access, intent, perception, relationships, and context that a person can directly know.
- Cannot establish: A single source cannot establish an entire institution’s intent, and sincerity does not guarantee accuracy.
- Strength: Access to context and human meaning.

### Limits and counterpoints

- Limitations: Deception, memory limits, coercion, translation, handler bias, and source protection.
- Common error: Confusing source reliability with information credibility; rewarding dramatic access over corroboration.
- Oversight and privacy: Consent, coercion, source risk, privacy, and duty of care.

### Fictional RogueIntelligence.org exercise

**GAME MECHANIC**

In the fictional Day Room Null exercise, compare three witness accounts without treating agreement as proof.

## SIGINT

**Primary provenance:** REAL-WORLD INTERPRETIVE

Intelligence derived from intercepted or otherwise lawfully obtained signals.

### Key points

- Can answer: Communication patterns, technical characteristics, timing, and sometimes content when lawfully available.
- Cannot establish: A signal rarely proves who controlled it, why it was sent, or whether it was deceptive.
- Strength: Scale, timing precision, and repeatable technical features.

### Limits and counterpoints

- Limitations: Legal restrictions, encryption, collection bias, false attribution, missing context.
- Common error: Treating metadata as motive or a technical match as final attribution.
- Oversight and privacy: Privacy, legal authority, minimization, and oversight.

### Fictional RogueIntelligence.org exercise

**GAME MECHANIC**

Signal Seven Alpha asks players to separate transmission facts from attribution and intent.

## COMINT

**Primary provenance:** REAL-WORLD INTERPRETIVE

The communications-intelligence branch of SIGINT.

### Key points

- Can answer: Who communicated, when, through what channel, and sometimes what was said.
- Cannot establish: It cannot by itself establish identity, coercion, sarcasm, authenticity, or purpose.
- Strength: Direct evidence of communication events.

### Limits and counterpoints

- Limitations: Spoofing, shared devices, translation, incomplete capture, and lawful-access limits.
- Common error: Assuming a named account equals a person or that contact equals coordination.
- Oversight and privacy: Interception authority, incidental collection, retention, and due process.

### Fictional RogueIntelligence.org exercise

**GAME MECHANIC**

Players compare timestamps and speaker uncertainty in the Red Shift Signal Storm.

## ELINT

**Primary provenance:** REAL-WORLD INTERPRETIVE

Technical analysis of non-communication electronic emissions such as radar-like signals.

### Key points

- Can answer: Emitter characteristics, activity, location estimates, and changes in technical behavior.
- Cannot establish: It cannot alone establish the human decision, target, or political intent behind an emission.
- Strength: Distinctive technical signatures and temporal patterns.

### Limits and counterpoints

- Limitations: Ambiguous emitters, environmental effects, deliberate imitation, and sparse baselines.
- Common error: Turning similarity into identity without alternative hypotheses.
- Oversight and privacy: Collection law, military escalation, and civilian-system overlap.

### Fictional RogueIntelligence.org exercise

**GAME MECHANIC**

The Silent Current case uses an anomalous carrier that is real but not self-explanatory.

## OSINT

**Primary provenance:** REAL-WORLD INTERPRETIVE

Intelligence derived from publicly or commercially available information.

### Key points

- Can answer: Public statements, records, media, research, imagery, corporate filings, and observable networks.
- Cannot establish: Public availability does not make information accurate, representative, lawful to aggregate, or ethically harmless.
- Strength: Breadth, speed, reproducibility, and accessibility to independent reviewers.

### Limits and counterpoints

- Limitations: Source laundering, deletions, bots, language gaps, platform bias, and privacy harm through aggregation.
- Common error: Equating popularity with corroboration or scraping with verification.
- Oversight and privacy: Privacy, terms of service, vulnerable-person exposure, and correction.

### Fictional RogueIntelligence.org exercise

**GAME MECHANIC**

The Glass Catalogue exercise uses lateral reading and provenance to test a harassment claim.

## GEOINT / IMINT

**Primary provenance:** REAL-WORLD INTERPRETIVE

Analysis of geographic and visual information, including imagery and spatial relationships.

### Key points

- Can answer: Location, terrain, change over time, physical configuration, and observable activity.
- Cannot establish: An image cannot automatically establish purpose, ownership, causation, or what happened outside the frame.
- Strength: Spatial context and visual comparison across time.

### Limits and counterpoints

- Limitations: Resolution, occlusion, weather, geolocation error, manipulated imagery, and analyst expectation.
- Common error: Seeing intent in a pattern or ignoring collection gaps.
- Oversight and privacy: Civilian privacy, proportionality, sensitive-site exposure, and mistaken identification.

### Fictional RogueIntelligence.org exercise

**GAME MECHANIC**

Watcher Window asks whether an observed lens installation supports a narrow claim or a broad theory.

## MASINT

**Primary provenance:** REAL-WORLD INTERPRETIVE

Measurement and signature intelligence using scientific and technical characteristics.

### Key points

- Can answer: Physical signatures such as acoustic, chemical, radiological, spectral, or material properties.
- Cannot establish: A signature may narrow possibilities but not identify actor, motive, or lawful status by itself.
- Strength: Scientific discrimination and repeatable measurement.

### Limits and counterpoints

- Limitations: Calibration, environmental contamination, baseline scarcity, and dual-use signatures.
- Common error: Treating a threshold crossing as proof of hostile activity.
- Oversight and privacy: Safety, environmental monitoring, classification, and dual-use risk.

### Fictional RogueIntelligence.org exercise

**GAME MECHANIC**

Signal Residue combines a measurable anomaly with medical and operational timelines.

## FININT

**Primary provenance:** REAL-WORLD INTERPRETIVE

Analysis of financial activity and economic relationships.

### Key points

- Can answer: Flows of funds, beneficial ownership clues, timing, network relationships, and inconsistencies.
- Cannot establish: A transaction does not by itself establish criminal intent, control, or knowledge.
- Strength: Structured records, temporal links, and cross-institution comparison.

### Limits and counterpoints

- Limitations: Shell structures, lawful privacy, missing jurisdictions, cash, shared accounts, and data quality.
- Common error: Treating association as control or unusual activity as guilt.
- Oversight and privacy: Financial privacy, due process, error correction, and disproportionate impact.

### Fictional RogueIntelligence.org exercise

**GAME MECHANIC**

Blind Ledger and Fixed Point ask players to trace payments while preserving alternative explanations.

## CYBINT

**Primary provenance:** REAL-WORLD INTERPRETIVE

A broad analytic domain concerning digital systems, threat activity, and cyber effects.

### Key points

- Can answer: System behavior, incident timelines, indicators, vulnerabilities, and possible actor patterns.
- Cannot establish: Technical indicators rarely establish final attribution, motive, or authority without broader evidence.
- Strength: Detailed event records and reproducible technical analysis.

### Limits and counterpoints

- Limitations: False flags, shared tools, compromised infrastructure, missing logs, and vendor blind spots.
- Common error: Overclaiming attribution or publishing exploit-enabling detail.
- Oversight and privacy: Privacy, responsible disclosure, civilian infrastructure, and legal authority.

### Fictional RogueIntelligence.org exercise

**GAME MECHANIC**

Data Core Breach is presented as evidence reconstruction, not an intrusion tutorial.

## TECHINT

**Primary provenance:** REAL-WORLD INTERPRETIVE

Analysis of foreign or unfamiliar technology and its capabilities at a high level.

### Key points

- Can answer: What a system appears able to do, design tradeoffs, components, and operational constraints.
- Cannot establish: Observed components do not prove doctrine, deployment scale, reliability, or intent.
- Strength: Capability assessment grounded in physical evidence.

### Limits and counterpoints

- Limitations: Incomplete samples, deception, export controls, and extrapolation from prototypes.
- Common error: Confusing theoretical capability with deployed capability.
- Oversight and privacy: Dual-use publication, proliferation, classification, and safety.

### Fictional RogueIntelligence.org exercise

**GAME MECHANIC**

Legend House uses document and device inconsistencies as evidence cards rather than real fabrication instructions.

## All-source fusion

**Primary provenance:** REAL-WORLD INTERPRETIVE

Structured comparison of multiple intelligence disciplines and sources.

### Key points

- Can answer: Where independent lines converge, diverge, or leave gaps.
- Cannot establish: More sources do not guarantee independence, quality, or truth; shared origin can create false corroboration.
- Strength: Context, cross-validation, and explicit uncertainty.

### Limits and counterpoints

- Limitations: Stovepipes, duplicated reporting, source circularity, and dominant narratives.
- Common error: Counting repeated claims as independent corroboration.
- Oversight and privacy: Traceable provenance, dissent, minimization, and correction.

### Fictional RogueIntelligence.org exercise

**GAME MECHANIC**

MIRRORLINE requires medical, witness, financial, signal, and institutional evidence to remain separable.

## Known limitations and gaps

- Public evidence about intelligence institutions is incomplete by design and often uneven across jurisdictions.
- Historical cases can illuminate methods but should not be treated as universal templates.
- Game examples are fictional abstractions and do not establish real-world facts.
