WORKING BRIEF
Official cover places an officer in a declared government or diplomatic role. It may provide legal protections but also attracts counterintelligence attention. Exact privileges and consequences depend on law and status.
Non-official cover uses a civilian role without diplomatic protection. Business, academic, technical, media, humanitarian, student, and expatriate roles may plausibly explain travel or access, but real members of those professions must never be treated as presumptive spies.
A legend must appear coherent across ordinary life: dates, education, employment, finances, relationships, culture, language, travel, and public records. Public literacy focuses on consistency and provenance, not forgery methods.
Analysts test narrow discrepancies, seek independent sources, consider clerical error and life complexity, and avoid treating sparse records as guilt. A perfect record can also be curated; neither perfection nor imperfection proves allegiance.
Misusing professional or humanitarian identities can endanger genuine workers and erode trust. Identity theft, document fraud, unauthorized access, and border evasion are illegal and harmful; this site does not teach them.
