WORKING BRIEF
Misinformation, disinformation, malinformation, coordinated behavior, state affiliation, propaganda, ordinary persuasion, and information operations use different criteria. A neutral page preserves the source framework and says whether the evidence concerns content, behavior, identity, sponsorship, or effect.
Move from observed content to falsity or misleadingness, coordination, actor identity, sponsor, intent, reach, and effect only when each rung has evidence. Later rungs generally require stronger and more direct evidence than earlier ones.
A pile of links may still represent one origin. Build a citation tree, identify actor-controlled material, distinguish primary records from summaries, and do not count copied reporting as independent corroboration.
Ask who can authorize, inspect, compel access, publish, receive complaints, issue binding decisions, order deletion, award compensation, or require correction. Institutional labels alone conceal major differences.
Observed signals can be merged into derived profiles and consequential decisions. Public explanation should show collection, aggregation, inference, brokerage, use, harm, and remedy while avoiding re-identification guidance.
A visible claim ledger records what changed, why, which routes inherited the claim, what remains disputed, and what evidence would reopen the decision. Silent editing hides the learning process.
