Treat access, action attribution, and motive as three separate evidentiary questions.

Operational sequence

  1. List every person and system with plausible access.
  2. Identify what the credential or log actually authenticates.
  3. Seek a second modality that connects an actor to the action.
  4. Evaluate motive only after the action evidence is stated without motive language.
  5. Match the consequence to the weakest unresolved link.
