Operational sequence

  1. Document how the source could know this exact information.
  2. Separate first-hand observation, hearsay, inference, translation, and copied reporting.
  3. Rate demonstrated source history without converting it into a permanent truth score.
  4. Rate the current information using specificity, timeliness, plausibility, and independent support.
  5. Revise either rating independently when new evidence appears.

Failure states

  • Status-based credibility
  • Diagnosis-based credibility
  • Counting copied reports as corroboration
  • Assuming a reliable source cannot be wrong
