Design public communication around the channels that remain when electricity, mobile data, platforms, transport, or broadcasting fail. It asks who produced the information, under what authority, through which channel, for which audience, with what practical constraints, and with what route for challenge or correction.

How the system works
During disasters, disease outbreaks, infrastructure failures, conflict, displacement, industrial accidents, and financial shocks, information moves through official alerts, local authorities, health systems, media, messaging groups, community organizations, family networks, and direct observation. Delays and contradictions create information voids that people try to fill.

A high-bandwidth capital, a remote island, a multilingual city, a displaced community, and an area under shutdown cannot rely on the same warning channel. Power, connectivity, trust, literacy, language, disability access, mobility, caregiving, and local hazard knowledge shape whether advice is usable.

Crisis communication can affect movement, livelihood, healthcare, housing, safety, and access to aid. People need timely notice, accessible formats, honest uncertainty, correction of harmful guidance, and routes to report local conditions without punishment or stigma.

- Protected traits and ordinary civic activity are not suspicion variables.
- Notice, participation, appeal, correction, remedy, and accessibility belong in the system map.

Evidence limits and source asymmetry
Early reports are often partial. Separate verified observation, provisional estimate, model output, rumor, misunderstanding, satire, deliberate deception, and evolving scientific evidence. A later correction should preserve what changed and why rather than erasing the earlier record. Transparent systems can generate more public records of failure because courts, audits, disclosure laws, researchers, journalists, and correction systems make defects visible. Sparse records may indicate opacity, resource limits, language barriers, destruction, or restricted access—not superior performance.

Publish what is known, unknown, changing, and actionable; identify the responsible authority and next update time; maintain a version history; use local intermediaries; and test whether the message can be received and acted upon under real infrastructure constraints. Every consequential claim should carry a cutoff, source type, confidence boundary, and correction trigger. Corrections should propagate to summaries, comparisons, translations, indexes, learning paths, and derivative claims while preserving a visible account of what changed.
