Planning, collection, processing, analysis, and dissemination remain useful categories, but they rarely occur once in order. Crisis reporting can be disseminated before full processing; analysis can generate new collection; liaison can introduce a report at any stage; counterintelligence can invalidate a source; and a correction can require reevaluating many downstream products.

Probability estimates the likelihood of an outcome; confidence describes the strength, independence, and completeness of the evidence. Institutional dissent is not a defect to be averaged away. Decision support without policy substitution

Intelligence informs a decision but does not make the legal, political, ethical, or resource choice for the decision-maker. An ignored warning is not automatically an analytic failure; an accepted assessment is not automatically correct; and a policy preference must not be reverse-engineered into a predetermined intelligence conclusion.

A fictional system can represent reports as provenance-linked objects moving through concurrent queues. Players allocate scarce processing, authorize sharing, preserve dissent, respond to anomalies, and issue corrections. The game should reward disciplined uncertainty and lawful review, not omniscience or operational imitation.
