ORIENTATION

WORKING BRIEF
Descriptive crime mapping plots recorded events. Retrospective hotspot analysis identifies past concentration. Short-term forecasting estimates future place-time risk. Patrol optimization allocates resources. Gunshot detection and real-time crime centers are not inherently predictive.
Historical data feeds a risk estimate; the estimate informs patrol assignment; officers act in the location; crime, reporting, and enforcement outcomes are recorded; those records enter future data. Each link can fail or bias the apparent result.
A product may forecast more recorded events in selected cells without producing an independent reduction in harm. Proper evaluation compares the product with transparent baselines, predeclares outcomes, measures intervention fidelity, and discloses conflicts and uncertainty.
