WORKING BRIEF
This profile covers Dominica as an institutional system, not as a personality, culture score, threat ranking, or moral type. The official constitutional name is the Commonwealth of Dominica. English is the official language; Dominican Creole French is part of ordinary linguistic life and must not be treated as a security indicator. Law, amendment, commencement, official statement, budget, strategy, assessed practice, disputed claim, and unknown remain separate.
