Players can seek clarification, narrow scope, register assumptions, negotiate deadlines, preserve long-term coverage, or over-collect. The debrief distinguishes a collection failure from a badly framed requirement.

Resource allocation creates opportunity costs
Analysts, linguists, legal reviewers, technical capacity, liaison access, time, and attention are finite. Moving resources to a crisis creates blind spots elsewhere. Difficulty scales through competing priorities and uncertainty, never by declaring one region inherently chaotic or deceptive.

Processing is an active risk stage
Backlogs, name matching, transcription, translation, entity resolution, sanitization, classification, automation, and handoffs can alter meaning. Players inspect provenance and preserve alternatives instead of assuming raw collection arrives ready for use.

Agencies may share, hoard, duplicate, sanitize, dispute, or compete for credit. Multinational partners add originator control, legal incompatibility, translation, unequal capacity, and third-party restrictions. Cooperation is negotiated and auditable, not an automatic alliance bonus.

A correct assessment can fail in delivery
Warnings vary by urgency, impact, probability, confidence, audience, and releasability. Summaries can strip caveats; visual dashboards can imply false certainty; leaders may ignore, distort, or responsibly reject analysis. The game preserves producer, consumer, and decision responsibility separately.

A delayed warning, wrongful watchlist entry, unlawful collection, exposed source, budget shift, or rushed decision affects jobs, housing, care, travel, reputation, safety, relationships, and public trust. Aftermath and remediation remain playable across later sessions.
