WORKING BRIEF
This profile covers Guernsey as an institutional system, not as a personality, culture score, threat ranking, or moral type. Guernsey is a British Crown Dependency within the Bailiwick of Guernsey, not part of the United Kingdom. Guernésiais and other local identity markers are cultural facts, not indicators of loyalty or security risk. ISO indexing is navigational only. The Economic and Financial Crime Bureau and Financial Intelligence Unit Law 2022 established the EFCB framework. Official Guernsey pages describe the FIU as the national centre for receiving, analysing, and disseminating disclosures and state that it has operational independence and autonomy. Police complaints, prosecution, adjudication, regulation, and public finance remain distinct functions.

The States, courts, Law Officers, public-audit and financial-regulatory processes, and Police Complaints Commission provide review routes. The Commission’s independent oversight of police complaints does not automatically extend to every financial-intelligence or classified liaison activity. FIU operational independence also does not mean absence of law, audit, judicial process, or accountability.
Public sources emphasize economic and financial crime, money laundering, sanctions, fraud, border integrity, public safety, and international cooperation. These priorities are not a threat score and do not define Guernsey residents, finance workers, migrants, or cross-border communities.
Government bodies, political leaders, services, parties, armed organizations, companies, communities, and the people of Guernsey are not interchangeable.
