Every major claim has a source register

The register records title, publisher or institution, author when available, source type, jurisdiction, language, publication and event dates, access date, primary or derivative status, relevant claim, directness, independence, corrections policy, archive location, and confidence contribution.

Local language is a method, not a quota alone

Researchers seek constitutions, gazettes, courts, parliaments, agency publications, local scholarship, journalism, civil-society records, and community terminology in relevant languages. A local source is not automatically independent or accurate; it improves access and nuance while remaining subject to the same evidence tests.

Translation is a documented transformation

Store the original passage or record privately, literal and contextual translations when necessary, translator or tool, date, dialect or register notes, disputed readings, and confidence. Public pages paraphrase rather than erase ambiguity. Transliteration and translation are never substituted for one another.

Measure concentration without gaming it

The audit reports the share of citations from dominant domains, governments, regions, languages, advocacy groups, and technical vendors. High concentration triggers review, not automatic rejection; sometimes one primary authority is the correct source. The reviewer must explain why concentration is justified or expand the record.

Trace common origins

A citation graph records when outlets rely on the same press release, anonymous briefing, court filing, leak, dataset, or technical report. Independent corroboration requires genuinely separate access or method, not merely different URLs.

Missing local archives, inaccessible laws, untranslated records, censorship, conflict, safety risk, paywalls, and absent community review are listed with a plan and freshness date. The site does not fill those gaps with regional generalizations or the nearest English-language analogy.
