The simulation compares explicit policy contracts with paired deterministic agents. It can reveal contradictions, accounting errors, access gaps, and unstable safeguards inside the model. It cannot prove that real people will behave the same way, that a law is satisfied, or that a service is clinically or culturally safe.

Balanced access conditions, not demographic risk scores
Cohorts vary external conditions that a worldwide service must handle: market region, release window, network stability, device class, control path, available session time, interruptions, onboarding state, and chosen market rules. Nationality, religion, language, migration, poverty, diagnosis, distress, disability identity, and social identity are excluded from conduct and enforcement logic.

Seven paired stress scenarios
Every contract is tested against steady state, regional price shock, housing supply shock, contract fraud spike, AI latency and outage, moderation error spike, and combined stress. The same synthetic agent randomness is reused across contracts so that outcome differences follow the policy rather than a different population.

The initial guarded contract passed six scenarios but failed the combined-stress worst-cohort gate. Overall affordability remained high, yet one intersection of short sessions, frequent interruptions, and external price pressure fell well below the minimum.
