WORKING BRIEF
An archived post, video, site, advertisement, statement, or filing establishes that an item existed at a time and location. It does not establish who controlled it, why it appeared, how many people saw it, or what it changed.
Check the discrete factual proposition against primary records, full context, expert evidence, and date. A disputed interpretation should not be relabeled as factual falsity merely because it is politically contested.
Synchronized timing, shared infrastructure, common administration, tasking, payment, or proprietary platform telemetry can support coordination. Similar themes, hashtags, or simultaneous interest can arise without central direction.
A named operator may act independently, through a contractor, inside a state institution, or under an unknown principal. Court records, financial trails, employment records, seized communications, and declassified assessments have different scopes and proof burdens.
Planning documents, tasking language, direct admissions, and internal communications are stronger than inferring motive only from audience reaction or political benefit.
Views, followers, recommendations, ad spend, reposts, and media pickup measure exposure or amplification. Belief change, turnout, policy change, or behavioral effect requires experiments, quasi-experiments, or unusually strong longitudinal evidence.

Do multiple citations trace to genuinely independent origins?
Pass condition: The citation tree identifies common origins, actor-controlled material, and circular reporting.
Does the wording match the actual evidence and decision forum?
Pass condition: Claimant labels, confidence, disputes, unknowns, and safer verbs remain visible.
Can a later record revise one claim without silently rewriting the rest?
Pass condition: Version, reason, affected routes, superseded state, and reopening trigger are recorded.
Does the page avoid operational enablement, identity harm, profiling, and protected-trait inference?
Pass condition: Only public-interest educational analysis is present, with privacy and remedy boundaries.
