WORKING BRIEF
PCR-011 no longer says simply “not implemented.” It now distinguishes the source-authored global design from a current, limited U.S. program with different scope and authority.
The current source identifies arriving international travelers, select U.S. airports, and aircraft wastewater from individual or consolidated flights. It does not establish global coverage, every airport, every route, or every pathogen.
Program existence does not by itself establish sensitivity, specificity, representativeness, privacy adequacy, labor conditions, retention, communication, or equitable use.
The educational site does not accept manifests, passenger data, route dossiers, or health records and does not infer a traveler’s infection or identity from pooled wastewater.
