ORIENTATION
A technically detailed proposal can appear deployed and authoritative even when its evidence, currentness, governance, or prospective validation is incomplete.
WORKING BRIEF
Record source edition, study period, review date, expiration, and triggers such as platform redesign, variant change, policy change, assay change, or new official guidance.
A new article repeating the same study is not replication. A valid replication has a separately generated origin and an explicit comparison of methods and results.
A wastewater network or other monitoring proposal must not be described as implemented, effective, lawful, or privacy-preserving without direct evidence.
Use aggregate, proportionate, transparent, correctable, time-limited evidence and prohibit private-person tracking, protected-trait inference, diagnosis, or automatic eligibility decisions.

Are counting unit, population, period, geography, and comparison explicit?
Pass condition: The claim can be reproduced without silently changing its universe.
Are source instances separated from unique evidence origins?
Pass condition: Duplicate and derivative files are not counted as corroboration.
Is observation, estimate, model, projection, or proposal status visible with a review date?
Pass condition: Mutable claims have currentness and expiration triggers.
Are correction dependencies and authority limits explicit?
Pass condition: No result implies approval or action and every material change has a propagation path.
