WORKING BRIEF
An intelligence assessment, platform enforcement report, ministerial statement, commissioner finding, court judgment, and academic study can each be strong for different propositions.
Probabilistic language and confidence ratings describe analytic conclusions, not courtroom proof. Preserve the agency’s wording and the date, scope, dissent, and released basis.
Platforms may see shared administrators, devices, payments, infrastructure, or coordination unavailable publicly. A platform finding can be operationally strong but incompletely reproducible.
Record what category of material was withheld, who authorized the withholding, whether a review or appeal exists, and whether a later release changes the claim.
Counts of warrants, complaints, errors, recommendations, or remedies improve transparency but may obscure severity, overlap, affected groups, and individual outcomes.
Say which records were public, which conclusion depends on closed access, what alternative accounts exist, and what would permit stronger public verification.

Pass condition: The citation tree identifies common origins, actor-controlled material, and circular reporting.
Does the wording match the actual evidence and decision forum?
Pass condition: Claimant labels, confidence, disputes, unknowns, and safer verbs remain visible.
Can a later record revise one claim without silently rewriting the rest?
Pass condition: Version, reason, affected routes, superseded state, and reopening trigger are recorded.
Does the page avoid operational enablement, identity harm, profiling, and protected-trait inference?
Pass condition: Only public-interest educational analysis is present, with privacy and remedy boundaries.
