WORKING BRIEF
Ex ante authorization, legality review, inspection, audit, investigation, parliamentary scrutiny, data-protection supervision, adjudication, complaint handling, and remedy are often distributed across different bodies.
Formal independence matters less if the body cannot access operational records, compel testimony, inspect systems, revisit refusals, or test the completeness of agency disclosures.
A reviewer may report publicly but lack power to stop an activity, quash an authorization, order deletion, compel correction, award compensation, or enforce access.
A person may need to navigate courts, commissioners, inspectors general, parliamentary bodies, privacy regulators, and executive review. Fragmentation can create coverage and remedy gaps even where many institutions exist.
Annual reports, statistics, access disputes, court findings, delayed publication, redactions, nonbinding recommendations, and implementation follow-up provide observable indicators of how a framework operates.
