PANDEMIC SYSTEMS AND EVIDENCE

Observed, Estimated, Modeled, Projected, and Proposed

A claim-state guide for separating historical records, study estimates, model relationships, conditional projections, and policy designs in pandemic-system research.

LEVEL 1

ORIENTATION

Why this matters

REAL-WORLD INTERPRETIVE

One-sentence brief

A paragraph can move from a measured association to a model and then to a policy proposal; readers need to see every transition.

REAL-WORLD INTERPRETIVE

Three key points

  1. Historical observation describes a dated source record; it does not automatically establish causation or transfer.
  2. A model output depends on inputs, assumptions, comparison class, validation, and uncertainty.
  3. A projection remains conditional, and a policy proposal is not proof of deployment, legality, effectiveness, or authority.
LEVEL 2

WORKING BRIEF

Evidence, context, and limits

REAL-WORLD INTERPRETIVE

Historical observation

State population, place, period, source, measure, denominator, missingness, and comparison. Do not silently extend the result to another outbreak or jurisdiction.

REAL-WORLD INTERPRETIVE

Observational or modeled estimate

State whether the number is a direct count, adjusted association, excess estimate, confidence interval, or transformed output.

REAL-WORLD INTERPRETIVE

Modeled relationship

Display MODELED RELATIONSHIP — NOT A FORECAST and explain data, assumptions, validation, base rates, false alarms, and transfer limits.

REAL-WORLD INTERPRETIVE

Projection and proposal

Display SOURCE-AUTHORED PROJECTION — NOT A SITE FORECAST or POLICY PROPOSAL — NOT IMPLEMENTED HERE before forward estimates or proposed monitoring and response designs.

COMPLETE DOSSIER

Limitations, game links, and review context

DISPUTED / MULTIPLE ACCOUNTS

Known limitations and gaps

  • The source corpus remains user-supplied research and data, not independently authenticated institutional authority.
  • A reproduced count verifies the transform against exact bytes, not the historical accuracy or completeness of the source.
  • Current institutional, legal, scientific, public-health, and policy statements may change and require date-stamped review.
  • Model output, projection, and proposal language can create false certainty if assumptions and implementation state are hidden.
  • No page or workbench authorizes diagnosis, monitoring, targeting, publication, production, activation, tuning, or operational action.

Decision matrix

Claim-state publication matrix
Claim state Acceptable wording Prohibited implication
Exact dataset count “The exact supplied dataset contains…” with unit and revision. Historical completeness, independent verification, or identical scope with another total.
Source-authored observation or estimate “The source reports/estimates…” with population, period, and uncertainty. Universal fact, individual attribution, or causation beyond the study design.
Modeled relationship MODELED RELATIONSHIP — NOT A FORECAST Explain inputs, assumptions, outputs, validation, and transfer. Live forecast, guaranteed arrival, or automatic action.
Projection or proposal SOURCE-AUTHORED PROJECTION — NOT A SITE FORECAST / POLICY PROPOSAL — NOT IMPLEMENTED HERE Site forecast, deployment claim, authority, or inevitability.

Unit and scope

Are counting unit, population, period, geography, and comparison explicit?

Pass condition: The claim can be reproduced without silently changing its universe.

Origin and independence

Are source instances separated from unique evidence origins?

Pass condition: Duplicate and derivative files are not counted as corroboration.

State and currentness

Is observation, estimate, model, projection, or proposal status visible with a review date?

Pass condition: Mutable claims have currentness and expiration triggers.

Authority and correction

Are correction dependencies and authority limits explicit?

Pass condition: No result implies approval or action and every material change has a propagation path.
