WORKING BRIEF
Separate noncreation, exclusion, decay, disaster loss, deliberate destruction, secrecy, migration of records, and unequal digitization. Each absence has different remedies and uncertainty.
Record who created, controlled, removed, described, restricted, or destroyed a collection. Provenance includes power over access, not just a shelf location.
Oral histories, community periodicals, place names, manuscripts, photographs, material remains, and endangered-language corpora can recover agency omitted from official files. They require consent, context, and specialist interpretation.
Search ranking, collaborative editing, metadata standards, and digitization funding can make well-resourced regions appear historically richer. Volume is not importance or completeness.
Support local custody, training, metadata, rights decisions, language access, and sustainable preservation. A digital copy should not reproduce colonial extraction or expose sensitive community knowledge.
Every event page should state major source gaps, languages not reviewed, closed archives, and whose perspectives are missing. Do not use a generic limitation note to conceal a known asymmetry.
