WORKING BRIEF
A complex article can contain dozens of distinct claims. The ledger should split dates, identities, coordination, sponsorship, intent, reach, effect, legal posture, and remedy into separate records so evidence can change independently.
Useful states include observed, self-claimed, reported, partially corroborated, contradicted, legally alleged, adjudicated, corrected, superseded, unresolved, and cannot determine. Each state records who or what forum produced it.
Record the proposition, claimant, origin chain, direct evidence, counterevidence, source reliability, analytic confidence, legal posture, date, jurisdiction, affected routes, reviewer scope, response path, correction reason, and reopening trigger.
A complete ledger can prepare accountable review. It cannot authenticate an institution, decide a legal dispute, identify a private person, certify accessibility, record specialist approval, or authorize operational action.
Deleting an earlier state hides how certainty changed. Preserve the former wording, evidence then available, reason for change, date, and the routes that inherited it.
When a decision date changes, update the date claim and every dependent route. Do not silently strengthen unrelated claims about legal effect, implementation, responsibility, or remedy.

Is the exact proposition and evidence state named?
Pass condition: Observation, interpretation, legal posture, reach, effect, and remedy are not silently merged.
Are evidentiary origins traced rather than inferred from citation count?
Pass condition: Common origins, actor-controlled material, translation, syndication, and copied anomalies remain visible.
Is the public wording bound to the exact evidence revision and review date?
Pass condition: A later change can supersede one claim without silently rewriting the historical record.
Can affected people or institutions understand, contest, correct, or appeal the claim?
Pass condition: Notice, response, correction, escalation, and remedy paths are explicit where applicable.
Is identity disclosure minimized and operational enablement excluded?
