Useful outcomes include retain current wording, retain with qualification, narrow, correct, supersede, defer pending evidence, cannot determine, outside scope, and recuse. “Approved” should not substitute for the exact proposition and authority granted.

Record the exact evidence reviewed and not reviewed

List versions, dates, languages, translations, redactions, interviews, official records, and negative searches. If a source was unavailable or only summarized, preserve that limitation in the disposition.

Explain which evidence supports or contradicts each material element, why alternative interpretations were accepted or rejected, and how confidence, source reliability, origin independence, legal posture, and rights considerations were kept separate.

Name the exact public wording, route, glossary term, matrix, protected record, or source brief that must change; the reason; the owner role; the required visibility; and any translation, accessibility, response, or remedy work that must accompany the edit.

Preserve disagreement without creating false equivalence

A dissent or minority view should identify its evidence and scope. The publication can explain why one view controls the current wording while preserving credible unresolved disagreement and the evidence that would change the decision.

Name the later judgment, authenticated instrument, official register, source correction, implementation audit, affected-community review, accessibility finding, or new primary record that would require the claim to be reviewed again.

  • The supplied reports and retained project records remain research and review inputs, not authenticated institutional publications or substitutes for current primary law, local-language review, affected-community evidence, or specialist judgment.
  • The current specialist-review item remains `OPEN_UNASSIGNED` until an accountable assignment record is supplied; packet readiness, owner approval, automation, elapsed time, or silence does not change that state.
  • A complete packet does not prove that a reviewer is independent, qualified, available, conflict-free, or authorized; those facts require an actual accountable assignment record.
  • A reviewer response, denial, silence, owner approval, deterministic workbench result, or automated PASS does not by itself establish truth, legal effect, publication approval, accessibility conformance, production readiness, or tuning authority.
  • Names, handles, exact locations, confidential relationships, protected traits, and raw private records should be excluded unless strictly necessary, lawful, proportionate, and protected by the applicable review process.

Pass condition: The packet does not trade accuracy for unnecessary identity exposure or inaccessible procedure.

Disposition and reopening

Will the record preserve evidence reviewed, rationale, correction requirements, authority limits, and reopening conditions?

Pass condition: A scoped disposition is traceable and does not silently become production or publication approval.
