INTERNATIONAL INFORMATION INTEGRITY
A method for documenting who may review a claim, what domain and jurisdiction the review covers, which relationships or incentives may affect independence, and which decisions remain outside the reviewer’s authority.
ORIENTATION

WORKING BRIEF
State whether the assignment covers legal currentness, language, accessibility, regulatory authority, media governance, archival method, source protection, affected-community context, or another bounded question. Name the jurisdictions, periods, and evidence revisions included.
A conflict record should address employment, funding, representation, prior advocacy, personal involvement, institutional relationships, litigation, competitive interests, and other material incentives. A declaration does not automatically disqualify a reviewer; it makes the decision accountable.
Record who selected and compensated the reviewer, who supplied the evidence, whether the reviewer can inspect underlying records, whether the reviewer may communicate with affected parties, and whether the reviewer can decline, narrow, or recuse.
A reviewer who saw only summaries, translations, redacted excerpts, screenshots, or a selected subset should say so. Restricted access may support a narrower opinion but cannot be silently represented as complete review.
State whether the reviewer can recommend wording, require correction, advise on procedure, or only identify issues. Unless separately granted, the review does not authenticate institutional affiliation, decide a legal case, certify accessibility, approve publication, activate a system, or unblock production tuning.
The workflow should allow a reviewer to identify a conflict, lack of competence, language gap, unavailable evidence, or affected-community concern without pressure to produce a disposition. An unfilled slot remains open rather than becoming approval by default.

Is the packet bound to one stable proposition and exact revision?
Pass condition: The reviewer is not asked to approve a moving or composite claim.
Are source origins, transformations, negative searches, and proposition scope visible?
Pass condition: Repeated publications are not counted as independent evidence.
Are domain, jurisdiction, conflict, independence, access, and recusal boundaries explicit?
Pass condition: The reviewer can accept, narrow, decline, or recuse without implied authority beyond the assignment.
Are affected-person response, source protection, language, accessibility, correction, and appeal needs named?
Pass condition: The packet does not trade accuracy for unnecessary identity exposure or inaccessible procedure.
Will the record preserve evidence reviewed, rationale, correction requirements, authority limits, and reopening conditions?
Pass condition: A scoped disposition is traceable and does not silently become production or publication approval.
