Begin with a claim cover sheet

Name the stable claim ID, exact public wording, current evidence state, review date, affected routes, prior corrections, and the decision requested. Do not ask a specialist to endorse a report, organization, or entire topic when only one proposition requires review.

Inventory evidence by origin and proposition

List primary records, official or actor-controlled statements, secondary analyses, transformations, negative searches, contrary evidence, and the exact proposition each item supports. Preserve source reliability separately from claim probability and citation count separately from origin independence.

Make unresolved gaps and exclusions visible

State which documents were not located, which languages or formats were not reviewed, which jurisdictions or periods are outside scope, and what information the packet intentionally excludes for privacy, source protection, or safety.

Questions should be answerable within the reviewer’s domain and jurisdiction scope. They should identify the relevant legal posture, authority, terminology, accessibility, cultural context, affected-community concern, or correction threshold rather than invite a broad opinion.

Include response, confidentiality, accessibility, and remedy needs

Record whether an affected person or institution should receive notice, whether a source requires confidentiality, whether local-language or accessible formats are required, and what correction, appeal, or remedy path is relevant.

Reserve assignment and disposition fields for actual evidence

A packet may contain empty assignment slots and a proposed disposition vocabulary. It must not populate reviewer identity, conflict review, evidence reviewed, rationale, consent, date, or approval until those facts are supplied through the protected workflow.

Known limitations and gaps

  • The supplied reports and retained project records remain research and review inputs, not authenticated institutional publications or substitutes for current primary law, local-language review, affected-community evidence, or specialist judgment.
  • The current specialist-review item remains `OPEN_UNASSIGNED` until an accountable assignment record is supplied; packet readiness, owner approval, automation, elapsed time, or silence does not change that state.
  • A complete packet does not prove that a reviewer is independent, qualified, available, conflict-free, or authorized; those facts require an actual accountable assignment record.
  • A reviewer response, denial, silence, owner approval, deterministic workbench result, or automated PASS does not by itself establish truth, legal effect, publication approval, accessibility conformance, production readiness, or tuning authority.
  • Names, handles, exact locations, confidential relationships, protected traits, and raw private records should be excluded unless strictly necessary, lawful, proportionate, and protected by the applicable review process.
  • No page or workbench provides intrusion, denial-of-service, evasion, doxxing, stolen-data access, source unmasking, surveillance, private-person identification, targeting, individualized persuasion, or operational campaign instructions.

Is the packet bound to one stable proposition and exact revision?

Pass condition: The reviewer is not asked to approve a moving or composite claim.

Evidence origins

Are source origins, transformations, negative searches, and proposition scope visible?

Pass condition: Repeated publications are not counted as independent evidence.

Scope and independence

Are domain, jurisdiction, conflict, independence, access, and recusal boundaries explicit?

Pass condition: The reviewer can accept, narrow, decline, or recuse without implied authority beyond the assignment.

Rights and correction

Are affected-person response, source protection, language, accessibility, correction, and appeal needs named?

Pass condition: The packet does not trade accuracy for unnecessary identity exposure or inaccessible procedure.

Disposition and reopening

Will the record preserve evidence reviewed, rationale, correction requirements, authority limits, and reopening conditions?

Pass condition: A scoped disposition is traceable and does not silently become production or publication approval.
