How this lens changes the investigation

Unknown is a valid state. A missing record may result from ordinary retention, collection failure, privilege, damage, concealment, or the fact that no record ever existed. State the gap, its possible causes, and the consequence of acting without it.

Observable clues

  • Expected records that are absent under documented procedure.
  • Fields marked unknown, disputed, compartmented, not applicable, or never collected.
  • Gaps that affect attribution versus gaps that affect only detail.
  • Whether the missing information can still be collected safely and lawfully.

Evidence tests

  1. Name the exact missing item and the question it would answer.
  2. List plausible reasons for absence without choosing one prematurely.
  3. Classify the gap as critical, material, useful, or peripheral.
  4. Record when the gap cannot be closed and lower confidence accordingly.

Do not assume

  • Treating absence as proof of concealment.
  • Inventing a value because another persona field seems related.
  • Calling a case complete because the favored narrative feels coherent.
  • Collecting intrusive personal data that is not necessary to answer the case question.
