Observable clues

- Gaps that affect attribution versus gaps that affect only detail.
- Whether the missing information can still be collected safely and lawfully.
Evidence tests
- Name the exact missing item and the question it would answer.
- List plausible reasons for absence without choosing one prematurely.
- Classify the gap as critical, material, useful, or peripheral.
- Record when the gap cannot be closed and lower confidence accordingly.
Do not assume
- Treating absence as proof of concealment.
- Inventing a value because another persona field seems related.
- Calling a case complete because the favored narrative feels coherent.
- Collecting intrusive personal data that is not necessary to answer the case question.
