A false type assignment can burn an innocent source, miss a coerced insider, misread a medical crisis as hostile activation, or let a deliberate sponsor hide behind institutional procedure.

Decision points

  1. Decide whether a changed behavior reflects role, loyalty, coercion, exposure, injury, or a temporary state before assigning hostile intent.
  2. Choose which claim can be shown publicly without exposing private identity, treatment, or source-protection material.
  3. Determine whether the copied assessments were careless bureaucracy, a counterintelligence deception, or deliberate program governance.
  4. Protect a character whose observable state is unstable without erasing the operational evidence they preserved.
